Temporary Road Closure Permit     application

To temporarily close a city street for an event, a Temporary Road Closure Permit is needed. There is a $5/day fee for a Temporary Road Closure Permit.

Temporary road closures are only allowed from dawn to dusk and must have signed approval from the neighbors on the block impacted by the closure. Applications must be submitted at least 2 weeks prior to the event.

Sound Amplifier License     application

To operate and loudspeaker or amplifier by which sounds are magnified and may be heard over any public street of public place, a Sound Amplifier License if needed. The cost for a Sound Amplifier License is $15/day for residents and $50/day for businesses. There is no cost for non-profit organizations.

Sound Amplifier Licenses will not be issued for any day before 8:00 am, Monday-Wednesday after 8:00 pm, Thursday-Saturday after 9:00 pm (unless an extension is granted until 10:00 pm), or at any time on Sunday.

It is unlawful for a person to engage in business as a solicitor, or provide other transient retail sales or services in Zion without first obtaining a Solicitor Permit. The fee for the permit is $30/day or $140/year for up to five individual solicitors per business. There will be $30 fee for any additional persons soliciting for the business. The applicant(s) will also need to submit to fingerprinting by the police department and provide a certificate or insurance or bond to the City. If you witness an officer acting outside of our mission or values, please complete a Citizen’s Complaint Form. After notarizing the form, submit it to the Zion Police Department. A notary public is available on-site Mon-Fri 9-5.

Freedom of Information Act (FOIA)       FOIA Request Form

The City of Zion adheres to the Statutes set forth by the State of Illinois Attorney General’s Office as it pertains to the Illinois Freedom of Information Act (FOIA), 5 ILCS 140/1. The Act allows for the inspection of records maintained by the City of Zion and other public bodies. The Act also provides for exemptions of certain secure information. Amendments to the Act are incorporated into the City’s implementation of the Illinois FOIA.

All requests to inspect, copy, or certify public records must be submitted to the City Clerk in writing and in the appropriate form (personal delivery, mail, fax, email, or other means available). The City will respond to each written request to inspect or copy public records within five (5) business days after it is received, unless an extension of time is determined necessary. The first business day is the day after the City received the FOIA request. The City will respond to a written request made for commercial purposes within twenty-one (21) days after it is received.

Applicable fees for copies of public records must be paid prior to receiving the requested documents. There is no fee for up to the first 50 pages of standard paper copies. For more than 50 pages, there is a $0.15 charge per page. Larger than standard paper size copies are charged at the City’s reproduction cost. Copies will be provided in the medium requested by the requestor whenever possible.
